Using same gear/buffs as aggixx used, but with a much more rigid setup [8 targets, L93, 60M HP, 7.5min of combat] (because I'm in the middle of redoing my target stuff), I get pretty similar results: +13% dmg increase
I'm using Glyph of Maul.

(#-suffix = ticks, I guess I should of merged the initial damage with the ticks for easier comparison)
I'm looking into Swipe and Thrash/Cat ratios (simc 39%/32% and mine 42%/33%), possibly my pool_resource implementation isn't identical.
Edits:
1. I'm surprised that Thrash/Cat and Thrash/Bear are actually separate, I always figured they overwrote each-other. Additionally, I was surprised that Razor Claws requires Cat Form, and that Tiger's Fury is killed when you enter Bear Form. This rotation would be awesome if Mastery applied to Thrash/Bear.
2. Was the shapeshift GCD always 1.5sec? For some reason I had this as 1sec in my sim (although I haven't touched that setting since 5.1, maybe I just overlooked it).

Right, Thrash Bear and Thrash Cat are completely seperate spells, the only thing they have in common is that they are united in the spell book under a false spell that auto changes depending on your form for keybinding purposes. They have different tick intervals, durations, and spell IDs, and can both be up at the same time. Razor Claw tooltip states that it requires Cat Form to be active and we've confirmed this in-game (and yeah it would be broken as fuck if it didn't work that way, clearly they thought at least that far ahead). I was surprised at the TF thing as well, I figured it would just only affect damage dealt in Cat Form like basically everything else, but it's actually removed.

Finally got a chance to try this. On heroic windlord, bear abilities accounted for about 6% of my total damage, and I'm pretty sure the damage was almost completely free. Not bad.
If it helps you coders any, bear thrash was doing a third the damage of cat thrash, and bear swipe about a quarter of cat swipe for sanity checking.
